This material is based on the current License agreements that control the procedure of the use of software products of "1C:Enterprise 8" system, as well as on the current legislation. The document contains the basic aspects of licensing policy related to the products of "1C:Enterprise 8" system, as well as provides the answers to the frequently asked questions.

To provide more opportunities for the use of platform mechanisms in the application solutions, "1C:Enterprise 8" does not use the separate licensing of the products on the application platform components. This provides the developers with mass-production solutions with a greater flexibility in selection of the used platform tools.

To ensure a comfortable and smooth platform scalability, all the products of "1C:Enterprise 8" line are divided into the following categories:

  • basic distributives that contain the platform, application solution (configuration) and the license to use the product on one workplace;
  • client licenses, or licenses for the additional workplaces;
  • license for "1C:Enterprise" server (application server);
  • sets ("bundles") that include several products listed above.

Such set of nomenclature groups allows increasing a number of workplaces and transferring from the operation in a single-user mode to operation in the network in file variant, as well as to operation in the client-server variant without the need to upgrade the main product.

The client Licenses in "1C:Enterprise 8" provide the user with the right to work with any number of basic distributives, therefore, to use the new application solutions on the same workplaces, it is required to purchase only a basic distributive which includes a new configuration. This ensures an independent scalability of the functional of application solutions and client workplaces.

In "1C:Enterprise 8" it is not required to purchase the individual licenses to work with the distributed databases, because the functionality of data exchange mechanisms is included in the platform. In order to simplify for the users the justification of the costs to purchase and maintain the application solutions, all the products are provided by the License agreement.

Below there are the answers to the frequently asked questions for the licensing of "1C:Enterprise 8" distributed by the subjects:

1. Organization has several remote offices (sales outlet, warehouse, etc.) not connected with the central office with a local network. Each remote office has its own local network. May the Organization install a software product from a SINGLE basic distributive (platform + configuration) in the central office and in the remote offices by purchasing for the remote offices only the client licenses? Or the Organization has to purchase the basic distributive (platform + configuration) in each remote office?

According to the current licensing procedure, the area of legitimate use of the License agreement for the basic distributive (platform + configuration) is limited by the local user network in which the software product is installed, therefore, the Organization has to purchase a separate basic distributive (platform + configuration) for the local network of each remote office where the software product is installed.

2. Organization has several remote sales outlets not connected with the central office by the local network, a distributed base is used. How is the license purchased to use in the distributed information bases in the release 8?

"1C:Enterprise 8" does not require to purchase the individual licenses to work with distributed information bases, as the functionality of the data exchange mechanisms is included in the platform.

3. Organization has several remote information bases not connected with the central office by the local network, a distributed information base is used constructed on the data exchange mechanisms of "1C:Enterprise 8". May the Organization use in this case a SINGLE basic distributive (platform + configuration) in the central office and on the nodes – only the client licenses? Or the Organization has to purchase the basic distributive (configuration) for all the nodes?

In accordance with the current licensing procedure, the area of legitimate use of the License agreement for the basic distributive platform + configuration) is limited by the local user network in which the software product is installed. Since the organization uses the distributed information base, that is, the software product is installed also on the remote offices, the Organization has to purchase the basic distributive (platform + configuration) for each node (for each remote office).

4. Organization uses "1C:Enterprise 8" on several workplaces combined in a common local network. The workplaces represent AWS of the sales manager and a computer of store manager (central computer). AWS manager can operate both in the network with a shared information base and offline exchanging the data with the central computer according to the scheme of distributed information bases. Has the organization to purchase for each workplace a separate basic distributive of "1C:Enterprise 8"?

Since all the computers of Organization are combined into the local network, then, to exchange the data according to the scheme of distributed information bases, it is not required to purchase a separate basic distributive for each workplace.

5. In one Organization the activities are carried out by two legal entities in two information bases. All the users work in a single local network. How many basic disdtributives has to purchase the organization?

Since the computers are connected in the local network, then, according to the rules of the License agreement, it is enough to purchase one basic distributive and the client licenses for the workplaces. A number of the basic distributives does not depend on the number of information bases and a number of legal entities.

6. In one Organization two users on the same territory work with the same configuration, but with different information bases. The computers are not connected in network. Is it enough in this case to purchase ONE basic distributive and additional license or the Organization has to purchase TWO basic distributives?

Since the computers are not connected in the network, then, according to the rules of the License agreement, for each computer a separate basic distributive must be purchased. Thus, the Organization must purchase two basic distributives of "1C:Enterprise 8".

7. In one Organization two users on the same territory work with the same configuration, but with different information bases. The computers are connected in network. Is it enough in this case to purchase ONE basic distributive and additional license or the Organization has to purchase TWO basic distributives?

Since the computers are connected in the network, then, according to the rules of the License agreement, it is enough to purchase one basic distributive and one client license for additional workplace.

8. In one Organization two users work with two different configurations of "1C:Enterprise 8" (for example, perform the business and payroll accounting). The computers are connected in the local network. How many basic distributives should the organization purchase?

In this case, the Organization should purchase a basic distributive to perform the business accounting and a basic distributive to perform the payroll accounting, that is, altogether the Organization has to purchase two basic distributives.

9. The firm has two offices geographically located in different buildings, but connected in by the local network, it is planned to use a single configuration. How many basic distributives of "1C:Enterprise 8" must be purchased in this case?

Since the offices are connected by the common local network, then, according to the conditions of the License agreement, in order to work with "1C:Enterprise 8" system, it will be enough a single basic distributive with the client licenses according to the number of workplaces.

10. Should one organization purchase TWO basic distributives of "1C:Enterprise" that include the same configuration for TWO groups of computers connected in the local networks within the groups and not connected by the local network one with another?

Yes, in accordance with the License agreement, in each local network a separate basic distributive must be used, that is, altogether the Organization has to purchase TWO basic distributives of the used product.

11. The auditor bought the basic distributive. May he use this product to perform accounting on a single computer for ten different organizations?

A number of information bases operating with a single basic distributive is not limited by the License agreement. The use of a single basic distributive to perform the accounting of ten different organizations on a single computer in this case is legitimate.

12. Organization is planning to use two configurations of "1C:Enterprise 8" system - "Trade management " and "Payroll and HR Management " on five workplaces. Has it to purchase two different basic distributives or is it enough to purchase only one?

For legitimate use of configuration, the organization has to purchase a basic distributive which includes this configuration. That is, the Organization has to purchase two different basic distributives that include the specified configurations.

13. Organization is planning to use two configurations of "1C:Enterprise 8" system - "Trade management " and "Payroll and HR Management " on five workplaces and is planning to purchase the corresponding basic distributives of these products. Has it to purchase the client licenses to access each configuration from each additional workplace?

The client license provides the user of local network with the right to access any configuration supplied with a basic distributive. Therefore, it is not required to purchase two packages of client licenses for one workplace to access two configurations. In this situation, in addition to two basic distributives, it will be needed to purchase client licenses for 4 workplaces as a license to use this configuration on one workplace is included in a basic distributive of each configuration.

14. Organization purchased a basic distributive "Trade management" and uses it in a multi-user mode (with additional licenses). Is it permissible to install a program on a notebook of the head that is not connected to the network and launch it with extra key?

If the head notebook is not connected to the local network and the work on it is carried out simultaneously with the work in the local network of enterprise, then it is required to purchase for it a separate basic distributive "Trade management". If the head uses the remote access to the common information base of the Organization (for example, via web-interface or using the remote access), then it is not required to purchase a basic distributive.

15. The system administrators of the company use various complex hardware and software tools to organize the access to the computers of the company located on the different territories. How in such cases determine which solutions can be considered as a single local network and which - not?

In difficult situations the decision about whether the used technical solution is a single local network or not is made on-site by the certified partner of "1C" company who sales the licenses of "1C:Enterprise 8" on the basis of examination of particular situation.

16. Organization purchased one license of "1C:Enterprise 8" server. How many client-server bases may be simultaneously used in the organization?

The license of "1C:Enterprise 8" server applies to one computer operating as a server (alone or in the server cluster). One server can operate with an unlimited number of bases. If "1C:Enterprise 8" server cluster operates on multiple computers, it is required to purchase a separate license for each computer.

17. How many licenses of Microsoft SQL Server should be purchased when using it with the 1C:Enterprise 8" system in the client-server variant?

It is said in the License of client access to the Microsoft SQL Server: "Each License of client access to the Server Program from one particular computer, work station or other digital electronic device ". Thus, a number of licenses to use Microsoft SQL Server must be not less than the number of the users who simultaneously work with 1C:Enterprise 8 in the client-server variant.

18. Is it possible with buying "1C:Enterprise 8" product + "MS SQL Server. Server license" to use it also for other tasks that do not use "1C:Enterprise 8"?

SQL-server included in the joint products of "1C" and Microsoft companies, according to the license, is used only to work with "1C:Enterprise" system. To use SQL-server in other purposes, it is required to purchase Microsoft SQL Server separately at full price.

19. Organization is required to give information base of «1C:Enterprise 8» to a third party:

  • enterprise owner of auditor,
  • controlling unit,
  • to store the backup.

On what conditions is it possible?

Transferring the information base containing the code of standard configuration is allowed as follows:

  • It is allowed to provide for the enterprise owner or auditor with the remote access to the information base under the current license agreement.
  • Transferring the base is allowed in case of the availability in the base receipt of the license agreement for a basic distributive which includes the configuration on which the base is created. If for organization the representation of information and documents (including the base) on request of controlling units is obligatory, the organization has to notify the receipt in written form that, in case of absence of the license for a basic distributive, the base reproducing on the receipt computers is illegitimate.
  • Transferring the base to the third party only for storage, without reproducing on the computer in order to enter and extract the information, is possible only with a Commitment Letter of the recipient not to distribute the base and not to give the access to the third parties.

In all the listed cases, the organization which gives the base has to notify the recipient with official letter that the recipient should not infringe the copyrights of «1C» Company on the application solution, particularly, do not distribute the information base and its parts and do not give the access to it for the third parties. The responsibility for information base reproducing or its future distribution in accordance with the legislation rests with the base recipient, if he is notified by the organization that gives the base about the rules of base usage in accordance with the license agreement.

Use of 1C:Enterprise on the remote workplace

20. Will the license agreement be infringed if the Organization programmer will use the protection key to perform development on the home computer in parallel with the program operation in the local enterprise network?

For legitimate use of "1C:Enterprise 8" system on the home computer in this situation, it is required to purchase a separate basic distributive. The use of protection key without a separate basic distributive in this case infringes the License agreement. As the basic distributive can be used a configuration similar to that purchased by the organization or a "Package of the specialist for development and deployment".

21. Will the license agreement be infringed if an employee of the IT-department of Organization that purchased a Basic distributive will develop the enterprise automation system on the home computer before the automation system will be introduced into service in the Organization?

The license agreement specifies the following significant for the described situation rule of product usage: "The licensee has a right to install and use in accordance with the in-line document a SOFTWARE PRODUCT on one computer at a time". Thus, if the product is not used on the computers of Organization in the local office network and the employee of Organization does not meet the definition of a third party, then the license agreement is not infringed. The employee of the IT-department of Organization who purchased a "Package of the specialist for development and deployment" can also use it to develop an automation system of Organization on the home computer.

22. Is the following situation an infringement of the License agreement: the accountant of Organization that purchased a basic distributive will use the system on the home computer on weekdays, if the work in the local network of Organization itself at this time is not performed?

If the product is not used on the computers of Organization in the local office network on weekdays, the accountant is an employee of Organization and does not meet the definition of the third party, then the license agreement is not infringed.

23. Organization has a local network in which a basic distributive of 1C:Enterprise is installed and used, and the remote offices not connected with the central office by the local network. On the remote workplaces the software product is not installed and the additional information bases are not created, but the information base is accessed in the central office by the tools of VPN (Virtual Personal Network). Has the Organization to purchase in this case for the remote offices the basic distributives that correspond to a basic supply of the central office?

It is not required to purchase the basic distributives for the remote offices, since the information bases are not created in the remote offices. In accordance with the License agreement, such access to the information base is allowed, if the remote workplace is provided by the client license of "1C:Enterprise 8" on this remote workplace.

24. Organization has a central office in the local network of which a basic supply of 1C:Enterprise is installed and used, and the remote offices not connected with the central office by the local network. On the remote workplaces the additional information bases are not created, the information base in the central office is accessed using the terminal client (i.e. an application task is performed on the side of central office). Has the Organization in this case to purchase for the remote offices the basic distributives that correspond to a basic distributive of the central office?

In this situation, it is not required to purchase the basic distributives for the remote offices, since the information bases are not created in the remote offices. In accordance with the License agreement, this method of information base access is allowed, if the remote workplace is provided by the client license of "1C:Enterprise 8".

Upgrade of client licenses

25. Organization purchased firstly a basic distributive of "1C:Enterprise 8" and a client license for 5 workplaces. After some time another client license was purchased in the same Organization for 10 workplaces. At the present time the Organization needs already twenty workplaces for "1C:Enterprise 8", but it is required to be a minimum number of the protection keys in the network. May the Organization return the existing licenses for 5 and 10 workplaces and purchase in return one license for 20 workplaces?

Yes, it is possible. The organization should contact with any franchisee-partner of "1C" Company with request to perform this exchange. In this case, the cost of returned licenses will be taken for the Organization into account according to the number of workplaces provided by the returned licenses.

26. Organization purchased a basic distributive of "1C:Enterprise 8" and 5 client licenses, and after some time two more client licenses for 5 and 10 workplaces. Is it possible to exchange them with one license for 20 workplaces? How much will cost such exchange?

Yes, it is possible. To perform the exchange, the Organization should contact with any franchisee-partner of "1C" Company. The exchange cost without the cost of the franchise-partner services can be calculated according to the table listed below.

27. Organization purchased a software product of the type "1C:Enterprise 8" for 10 users + client-server and an independent additional license for 10 workplaces. Is it possible to return it in order to get the client license for 20 workplaces?

The exchange of licenses in the proposed situation is impossible, because the Organization purchased such product ("bundle") has a common license to use the application solution, 1C:Enterprise system for 10 workplaces and client-server, and it is not allowed to extract from it a license for 10 workplaces and any other license on the conditions of the purchased distributive. For this reason, the licenses included in the so-called "bundled" distributives are not accepted to exchange.

28. Organization purchased firstly the distributives of "1C:Enterprise 8" "Trade management", "1C:Payroll and HR Management 8" and a client license for 20 workplaces. After some time, the organization departments that manage the personnel and perform the payroll accounting moved to another territory with a separate local computer network. May the Organization exchange one license for 20 workplace with two licenses for 10 workplaces to ensure the work of its employees in different local networks?

Yes, it is possible to exchange one license with several other that provide overall not fewer number of workplaces than the returned license. Organization should contact with franchise-partner, return it the license for 20 workplaces and get in return the necessary number of licenses that provide overall twenty workplaces.

29. Organization decided to increase the number of existing workplaces of "1C:Enterprise 8" from thirty to fifty by making the exchanging of the client licenses. Will it be necessary in this case to stop the work of operating automation system?

No, it will not be necessary. The procedure of licenses exchanging is organized so that at the time of exchanging the franchise-partner who performs an exchange will provide the organization a so-called "exchange key" which will support the system operation before receiving by Organization the new licenses.

Tutorial versions of "1C:Enterprise 8"

30. Is it possible to use the tutorial versions to automate the real enterprises?

The tutorial versions of the "1C:Enterprise 8" system may not be used to automate the real enterprises. To automate the real enterprises, it is required to use only the commercial versions of "1C:Enterprise" system.

31. Is it allowed to change the really functioning configurations using the tutorial versions? What limitations must be imposed on the configurations that are modified using the tutorial versions?

The functional capabilities of the tutorial versions allow introducing the changes in the really used configurations, regardless to the complexity of configurations. It should be noted that the modified configuration debug on the real data volumes is not supported in the tutorial version.

32. May the tutorial version be used to develop the application solutions?

The tutorial versions may be used to develop the real application solutions. The required documentation is included in the distribution package of software product "1C:Enterprise 8. Version for teaching programming ". In this case, the real operation of the application solutions can be performed only on the commercial versions of "1C:Enterprise".

33. What limitations are imposed on the application solutions developed using the tutorial version?

Using the tutorial version of "1C:Enterprise", it is possible to develop the configuration of any complexity. There are no limitations on the functionality of the developed configurations. The debug capabilities of the created configuration on the real data volumes are limited.

34. Is it possible to purchase in a classroom one product of "Tutorial version" line of the "1C:Enterprise 8" system and install it on ten computers?

It is required to purchase for each classroom computer a separate product "1C:Accounting 8. Tutorial version", "1C:Enterprise 8. Version for teaching programming" or to purchase on product "1C:Enterprise 8. Package for education in higher and secondary educational institutions" which provides an ability to launch an operating version of "1C:Enterprise 8" on 20 computers at the same time, as well as supports the work in the mode of "client-server"

Multiplexing, web-extension, web-services

35. Organization uses a solution in which the access to "1C:Enterprise 8" is performed using the COM-connection. How many additional licenses has in this case to purchase the Organization?

In accordance with the current License agreement, the use of software and hardware tools that reduce the number of users who have the direct access to the "1C:Enterprise 8" does not reduce the number of required licenses. The organization has to purchase the Client licenses according to the number of users actually working simultaneously with the "1C:Enterprise 8" system.

36. Organization with the product "1C:Enterprise 8. Web-extension" makes a web-showcase for its own trading system which operates on "1C:Enterprise 8". It is supposed that up to one hundred users will connect to it at the same time. How many client licenses must purchase the Organization to create a web-showcase?

In accordance with the current License agreement, the Organization must purchase the Client licenses according to the number of users actually working simultaneously with the 1C:Enterprise 8 system. The use of software and hardware tools that reduce the number of users who have the direct access to the 1C:Enterprise 8, as it happens when using "Web-extension", does not reduce the number of required licenses. Thus, to create a web-showcase, the Organization has to purchase one hundred client licenses.

37. Organization publishes for all interested persons the access to the web-services implemented in "1C:Enterprise 8". What number and which licenses is it required to purchase by the Organization?

In this case, on the workplaces of organization the access is performed to the information base of "1C:Enterprise 8" with the use of web-services, and the web-services themselves implement only the method of access to "1C:Enterprise 8" data and are not the subject of an independent licensing. In accordance with the License agreement of "1C:Enterprise 8", each workplace from which the data of "1C:Enterprise 8" information base are somehow accessed must be provided by the client license. That is, the Organization must purchase the client licenses to work with programs that use the web-services for the number of workplaces that will allow accessing at the same time the information base.

Development licensing in the "1C:Enterprise 8" system

38. Is it possible to use the standard configurations of "1C" company to create the commercial mass-production solutions?

The user or his serving organization has the right to create on the basis of legally purchased configuration their own application solutions and to use them for accounting on their own enterprise. This does not contradict the License agreement, because, in this case, the software product is used according to the documentation. Replication and distribution of this application solution is regulated not by the agreement, but by the Law "On copyright and related rights".

In accordance with the law, the replication and distribution of the application solution created using the code fragments of the standard "1C" configuration is possible only by permission of the copyright holder. The mass-production solutions created using the code of standard configuration can be distributed to the users who legally own a basic distributive of "1C:Enterprise 8" based on which this mass-production solution is created.

39. What conditions must be met for the developer to supply for the user his configuration in which the fragments of standard solution of the "1C" company are imported?

There is no division into the components in "1C:Enterprise 8". In this case, in order to not to break a law "On copyright and related rights", the user must have the license to use a Basic distributive that contains the configuration taken as the base by the developer, as well as, in accordance with the License agreement of "1C:Enterprise 8", the client licenses of "1C:Enterprise 8" according to the number of simultaneously working users. The client licenses can be used for the simultaneous user work with any configurations both of the "1C" Company and other developers.

40. Is it possible to create on the basis of "1C:Enterprise 8" platform the custom completely original configurations (without using the fragments of the standard configurations of "1C" company)? Who will own the copyright and the rights of property to the completely original configurations?

It is possible on the basis of "1C:Enterprise 8" platform included in the legally purchased software product to create custom completely original configurations. This does not contradict the statement of License agreement about the usage of software product in accordance with the documentation. If the configuration is completely original, the copyright and the rights of property are owned by the developer. He has the right to reproduce and distribute this configuration. In order to not to break a law "On copyright and related rights", to use this configuration, the user has to purchase a basic distributive of the "1C" company that includes the "1C:Enterprise 8" platform.

41. In which case the use of completely original configuration (non-standard configuration of "1C" company) for enterprise automation will be legitimate?

In order to not to break a law "On copyright and related rights", the Organization that uses the completely original configuration for management and accounting automation has to purchase any basic distributive of "1C:Enterprise 8" system with version PROF and higher which is intended to automate the organizations and institutions and is not a specialized product for education. In this case, the use of completely original configuration will be legitimate.

42. Has the developer the right to exclude from the "1C:Enterprise 8" platform the built-in pictures, logos, captions "1C:Enterprise" and replace them with his own?

As it is stated in the License agreements, the changes in the program on "1C:Enterprise" platform can be introduced only using the documented tools of "1C:Enterprise 8". The tools to change the platform code in the "1C:Enterprise" distributive are not provided, it is possible only to update the versions in the regular mode. It is possible to include in the developed configuration the custom logos, widgets and other images and captions using the described in the documentation methods. In this case, it is not permissible to exclude the built-in captions by the non-documented tools.

43. To implement its own tasks, the Organization supposes to change the structure of required tables in the database. Also it is supposed to use the stored procedures and triggers to implement the data processors, to implement the data export using the direct reading of the tables, to add the new indexes and to change the structure of some indexes. Has the Organization the right to introduce in the system the listed changes?

The License agreement does not allow using the tools non-documented by the "1C" Company for construction of the solutions on the 1C:Enterprise platform. This means that the DBMS tools (or any other non-systemic tools) can be used only in the case if the documentation of the products of "1C:Enterprise" line (including ITS) contains an explicit recommendation to use this tool to solve this task.

In all other cases, the license agreement allows using only the standard platform tools to construct the solutions. Particularly, it is possible to address the information base data only using the objects of "1C:Enterprise" specially designed to work with data (queries, catalogs, documents, etc.). It is not allowed to address the information base data directly, bypassing the level of objects to work with "1C:Enterprise" data – for example, using the DBMS tools or external components that implement the direct access to the DBMS. This limitation is distributed to any actions with data, including to the modification of their structure, as well as their reading or changing the information base data themselves or the service data of "1C:Enterprise". This limitation is required to ensure the work stability of the system mechanisms, to perform support and upgrading of "1C:Enterprise".
